The UK and US have signed a landmark trade agreement that will guarantee zero duties on British drug products entering the US market.

Agreement Details of the Deal

Under the terms of the agreement, the UK has agreed to boost expenditure on medicines through the National Health Service (NHS). This move guarantees that duties on these crucial goods will stay at nothing for a timeframe of three years.

This agreement comes after recent warnings to hike import taxes on patented pharmaceutical imports, with potential rates discussed reaching double the cost.

"This agreement between the UK reinforces the worldwide climate for cutting-edge drugs and introduces long-overdue fairness to transatlantic medicine commerce," a statement noted.

Trade Impact

Medicines constitute one of the Britain's largest exports to the United States, which is by far the largest market for major companies like GSK and AstraZeneca.

Trade data show that in the one-year period leading up to last September, the UK exported drugs worth £11.1bn to the US. This value made up a significant portion of all goods exports in that period.

"This guarantee protects employment, increases investment and facilitates the UK to emerge as a worldwide center for biotech and pharma," the Business and Trade Secretary remarked.

Key NHS Changes

The deal includes several notable pledges from the British government:

  • Revised Affordability Limit: The UK will raise the price threshold at which it deems new therapies to be unaffordable by twenty-five percent.
  • Boosted Medicine Funding: There is a target to increase total public funding on medicines from 0.3 percent of Gross Domestic Product to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The amount drug companies must refund to the NHS to stay within budget will be capped at 15%. Previously, rebates topped twenty percent.

Broader Context

This agreement follows a protracted dispute between the pharmaceutical industry and the British authorities over spending levels and regulatory access.

These tensions were heightened by assertions that American patients were paying significantly more for the same drugs than consumers in the other developed nations.

Recently, several large drug company projects in the UK have been delayed or cancelled, while major funding commitments have been directed toward US facilities.

One official acknowledged that the NHS had to increase expenditure on drugs, noting that its spending on drugs had decreased as a share of its total funding over the previous ten-year period.
